Creating a listener in IBM WebSphere MQ v5.3

How to create a listener in WebSphere MQ version 5.3? I used the command runmqscand went into the console and try to execute this command:

DEFINE LISTENER (name) TRPTYPE(TCP) PORT(99990)

But the AMQ8426error throws and says:

Valid commands are: DEFINE AUTHINFO, DEFINE CHANNEL, PROCESS DEFINITION, LAYERIST DEFINITION, KALIAS DEFINITION, CLASS DEFINITION, QMODE DEFINITION, DEFINE QREMOTE
