Why there are two different access permission dialog boxes for accessing webcams / microphones

I am using a javascript plugin called cameratag ( https://cameratag.com ) to record video through a web browser. It uses a flash solution. When the Flash application asks for permission to access the webcam, it presents this security dialog box:

When I switch to another site that makes similar access to the webcam, I get this security dialog:

Flash permission Allow and Deny

A second dialog box is preferable because it allows the user to select Allow or Deny. While the first dialog box is very confusing, it shows users a list of tabs and allows users to "close" the dialog box to grant permissions.
