How to send text message with chat extension in apple watch

Can we send a text message from the watch extension by pre-filling the text and contact number, when I read here , we can send just by asking

Siri write the text, and then begin to dictate.

No , you cannot do this at the moment.

This messaging app that you mentioned is a standard  Watch App, and we don’t have access to it from the WatchKit SDK. Right now we do not have access to  View equipment and applications.
