How to permanently refuse or replace the binary in the new iTunes Connect when the button is missing

I write my own question and answer here because there are dozens of them from stackoverflow and they all have different answers, none of which worked for me.

So, many months have passed since the launch of the new iTunes Connect, and for many people it’s still not possible to reject your own binary so that you can replace it, for example, if you download the binary, the status will change to “waiting for verification” and then you will understand that you have an error, so you want to download a new binary.

For many people, there are no buttons / links / anything on the screen that allows you to modify the binary.

I have my own answer, which I will publish now, but this is a complete hack, so if someone else has the right fire and a cleaner way to deal with this nightmare of the system that Apple is imposing on us, please write!
