Is the .js platform considered a "polymer"?

I am learning web components and getting google charts. This requires

bower_components/platform/platform.js
bower_components/google-chart/google-chart.html

But I do not see the mention of the word "Polymer".

Is the .js Polymer platform under consideration, or do I need to enable some kind of polymer for browser compatibility?

Ajay's comment is correct: platform.jsit is not strictly part of Polymer.

platform.js contains polyfiles for providing technology of web components in non-supporting browsers.

But I do not see the mention of the word "Polymer".
