Someone from stackoverflow asked to check the same version of the jars file. Please help me resolve this error, as I already have the same version of cans included in the project

The method needsRefresh()was added in Spring 4.0.x and therefore cannot be found in version 3.0.x.

You need to run:

mvn dependency:tree

I worked in the eclips spring mvc project.there my application worked well with the picotal tc server, but I got this error when I ever tried to run it using tomcat appache.I realized that this was because the JRE was with project 1.6 and tomcat were 1.8. I upgraded the JRE to 1.8 and I was able to remove the error.
