PP REST API to charge tax and shipping without sending an address?

Question

Using the REST API, how can I charge tax or shipping if I send to a user in PayPal to collect shipping information (and, of course, pay)?

Some research seems almost impossible, but I cannot imagine that it is. If I have to collect delivery information myself, the value of support for using the software is significantly reduced.
