Who writes the header files

Question

We studied C, and this may seem like a silly question. I want to know exactly who writes the header files. I know that they have predefined functions in them and can be accessed as needed.

The header files that come with your compiler are written by the authors of your compiler and library C. The header files for third-party libraries are written by the authors of these libraries. Header files for your software are written by you.
