Windows Phone 8.1 application connection error: package update failed, dependency or conflict checking

Question

This is exactly what was done:

Installed Windows Phone 8.0 SDK. Installed Windows 8.1 SDK phone (first install the professional version of VS 2013, and then install the R2 update). After that, the 8-bit deployment of the xap application does not work

Unable to deploy xap on a Windows 8.1 phone using the 8.1 deployment tool "Error updating package errors, dependencies or conflict checking"
