How to run draw9patch and do I need to redraw pictures?

Question

I read on another forum that to run draw9pad from your console you need to make java -jar draw9patch.jar from the command line after you are in sdk. I did this, but I still cannot run the file. Is this tool absolutely necessary for scaling your images on different screens? Do I know that eclipse has these folders available that scale your photos to different dpis or is that not what they do? Console Output: http://imgur.com/YdGLHXr
