Every user becomes a DHT node every time he requests peers for a specific file? or are nodes independent of peers? in essence, how do you become node? can you be peer but not node?

You can simply be a DHT node (a bittorrent client with DHT enabled, but without torrents). It is also possible to simply be a bittorrent peer (a bittorrent client with DHT disabled and at least one torrent).

Since DHT is not tied to any particular torrent, launching (DHT) node will help the DHT global network by helping to route and store peer lists for random torrents.

Conversely, he may be a one-way partner without participating in DHT. You can even do a DHT search for the torrent and still not participate in DHT (without responding to any requests, for example).
