Browsers do not set cookies

Question

I developed the ASP.NET MVC website using the nopCommerce platform. Everything is working fine on the production server, but I recently ran into a cookie problem on the development server. The browser receives the cookie, but it does not set it. I can see the Set-Cookie statement in the headers or the actual cookie on the cookie tab using the browser developer tools. Why does the browser not set this cookie?

I also tested from another computer on the network. The same thing is happening. The cookies are not set, although they are received in the response headers.
