How does Windows know if a file was downloaded from the Internet?

If I open a file on Windows that was downloaded by Chrome or another browser, Windows will warn you that the file is downloading from the Internet. The same goes for the documents you open in Microsoft Word.

But how does Windows know that this file comes from the Internet? I think this is the same file as every other file on my hard drive. Do I need to do something with file properties?
