Set dependency in cocoapods when the library has no published podspec

I have podspec which depends on another library. There is no specification in this library.

What would be the best way to resolve the addiction in this case? The keyword "dependency" allows you to refer only to other specifications, but not to repos outside (for example, via repo + SHA-1)

Publish a specification for the library itself? Or can I create a local podspec that I commit with a repo and a link that somehow?
