Do and do otapackage

In AOSP development, the command make otapackageexecutes the everyhing command as makewith the additional creation of a zip file? The reason I'm asking for is because right now, to create, otapackageI first execute make, not make otapackage, and I was wondering if the first make is not needed?

I found several posts, but I'm not 100% sure if I understood.

Running "make" will create a basic assembly based on an image that is not easily flashed on the device. Most likely, you want to build a flash-capable update.zip style file that you can easily install on your device. To do this, use the command "make otapackage" (for CyanogenMod ROM, "make bacon" is used).
