Can we implement a gesture of magnification using our own applications?

I need to implement amplification using my Android app. Some or all of this information applies only to Nexus 7 devices running Android 4.2.

I need to apply a percentage level of zoom in and out using my android application.

Can this be done or not?

I searched, but found nothing about it.
