Voice recording in OGG or MP3 formats on an Android phone

I need to record a voice in a format OGG/MP3using Android MediaRecorder. I need these formats to play with tags HTML5. The android documentation in the class MediaRecorder.OutputFormatindicates the formats, but says nothing about which output format is mp3 and ogg.

While the documentation also says that the android supports mp3 and ogg vorbis on the Supported Media Formats page. Very embarrassed, please specify.
