Isolate Explorer for Windows Phone 8.1?

Does anyone know how to use the isolated storage tool for Windows Phone 8.1 WITHOUT using the command with ISETool.exe.

Some previous isolated storage tools, such as IsoSpy, ISE, Windows Phone Power Tools, which work with a graphical interface, are very convenient for encoding.

Are there any tools like them?
