AWS, Unable to change ec2 instance type

My copy of t1.micro in Ireland, eu-west-a1, in VPC, is connected to Elastic IP and the load balancer and is protected by Termination. Root device type: EBS, Root device: / dev / sda1

I started with t1.micro, but now I want it m3.medium, because we are going to production. The problem is that I stopped my instance, Actions → Change instance type: and only available options are available: t1.micro, m1.small, m1.medium, c1.medium.

Meanwhile, in other cases, I see that you can change the instance type to any parameters.

What makes these instances different from others, and how can I solve it?
