Bootstrap and ratchet at the same time?

I am making a mobile website with a download.
I just found a framework there ratchet.

Using a boot-only approach, I thought something like this:

First, we create a mobile network and change a few pages on a PC.

Now I know that there is a basis for a better mobile ui, I am wondering if I plan the following:

• We are creating a mobile network using ratchets for heading and navigation and bootstrap for other functions such as tabs, collapse and other bootstraps.
• For pc, drop, replace the ratchet header / navigation with the usual web header / navigation.

In general, is it nice to mix ratchet and bootstrap to make a webapp?
If you want to use the mobile version and the PC version on the Internet and use the ratchet for mobile devices, how would you decide to remove the ratchet for the PC version?
