Inconsistent default button behavior in WP8.1 Universal or Silverlight 8.1 / Windows 8.1 / earlier

Why does the default button appear differently in the Standard application of Windows Phone 8.1? Is there a way to restore it to fit all other versions of Windows Phone / Windows 8, or do I need to create a new custom control?

  • Windows Phone 7/8 / 8.1 Silverlight / Windows 8.1: The button background blinks in an additional color based on the theme, the button remains fixed.

  • Windows Phone 8.1 "universal": the background of the button does not change color, the tilt effect is applied to the button that shifts it depending on where the user touched it.

I am a novice developer with some experience in developing WP7 / WP8 applications, trying to make my first universal application for WP8.1 / Windows 8.1. I tested this behavior in VS2013 Update 2 RC with the new Windows Store app, the new WP8.1 Silverlight app, the new generic WP8.1 app and one of my existing WP8 apps, just by creating a new button object in xaml. Appreciate any help!
