Should I use Visual Studio Express or Visual Studio 2013?

I just downloaded "Visual Studio Express 2012 for Windows Phone" to start developing a Windows phone. This is free software. But I also found out that you can also create a Windows phone using Visual Studio 2013, which is a paid software.

Is there a flaw in using Express Edition to develop Windows phones? For example, it does not have all the functions, libraries and APIs, etc.?
