The plugin works - you will notice in the screenshot that the opening and closing brackets {}are in bold in white (the default style), and they are also displayed in the gutter next to the line numbers. If you want to customize the display more, open it first Preferences -> Package Settings -> Bracket Highlighter -> Bracket Settings - User. At first it will be empty. Then open ... -> Bracket Settings - Default. Copy all the content Defaultinto User, then close Default(you cannot edit it in Sublime Text 3).
