How to compile a C # program that does not display "Unknown Publisher" at runtime

I work in the school district and do easy programming, create tools for technicians, etc. I do not (and will not have) a code signing certificate. What can I do / implement in my domain so that the programs I write do not look like "Unknown publisher". I am currently developing Visual Studio Ultimate 2013. My programs required admin access and use ClickOnce, it seemed to run into settings. Please be careful, as this is my first post on SO.

EDIT: The school system will not buy me a Verisign / Comodo code signing certificate due to my limited use and the fact that my programs will not be deployed outside our domain. I had a CA server administrator in our domain, issued me a certificate; however, the program still says that the program belongs to the Unknown publisher. Does it check the CA domain server?

When I configure the CA domain certificate server correctly, I can force it to issue code signing certificates that will be recognized and supported by workstations of the local domain.
