How to change exe window icon in Linux without fault?

Question

I know that I can use ResHacker to change a resource from windows, and I know that I can use ResourceUpdate to do the same problematic (again in windows). My problem is that I have to update the exe windows file icon on linux without using wine.

(the reason why wine is not used is that this process should be run on an automation server that changes files and signs them).

I don’t even know where to start.
