Magento CE non-changing customer groups

Question

In the Magento CE admin panel, I go to Client> Client Management.

Next, check the selection box in the client row that I want to assign to the group, then select "Assign to customer group" from the "actions" drop-down list above, then select the group and click "Submit".

Then I get the message “Only 1 record (s) updated”, but the problem is that my client group is still not updated / saved! No errors, but not updated!

I even tried to edit the client group by editing the "Group" parameter of the client account, but the same result ?!

I do not know how to solve this ...

Has anyone else had this problem?

Here, the customer group is automatically updated due to the VAT identifier. Therefore, please select / check the box "Disable automatic group change based on VAT identifier" in the "Group" drop-down list on the "Information" Account information editing client page.
