What is the Grails wrapper catalog for?

I created the application using create-app with Grails 2.3.7, I noticed that there is a wrapper directory with internal banks.

Are dependencies not handled by maven (.m2) or ivy?

What is this for? Why is it inside the grails application and should I include it under version control?
