Why Rtools 3.1 does not support C ++ 11 on Windows

The latest version of Rtools (3.1) does not seem to contain a g ++ version that supports C ++ 11. Is there any special reason for this?

Rtools uses g ++ 4.6.2. Which is quite suitable for using R, since R is a C program.

Now many of us use C ++ together with R (and judging by the tag Rcpp, you too), and this really creates a problem if you want to use functions available only in g ++ 4.7, 4.8, AFAIK has not yet released 4.9 or the equivalent version clang --- and when you are actually limited to Windows.
