Continuous decrease in accuracy of the maxmind geolithic city

We used awstats along with the Maxmind GeoLite City database (now GeoLite Legacy City) for site statistics for a nonprofit organization.

The percentage of unknown cities (those that are not found in the database) has long been about 15-20%. But from August to September 2013, the percentage jumped to 40-50%, and these days (April 2014) it amounted to about 60%, which is really very large, the data becomes unusable.

Every month we download the updated GeoLite City database.

Does anyone know why Maxmind GeoLite Legacy City has worsened dramatically in recent months? Is this because of the new GeoLite2 City database format? We will consider the transition to GeoLite2 City, but awstats are currently missing a plugin for this database.

If I could assume, I would suggest that as IPv4 runs out, we begin to see more “weird” IP addresses that until recently were marked as unused and, as a rule, seeing that the allocation of IP addresses shook, so the bases Data may simply decide that they do not have information about this IP range.
