How to develop an application using the Tor network?

I want to develop an application that also allows users to exchange data through the Tor network. I did some googling, but I can not find the API or SDK. How to develop Tor application? Are there any libraries there?

EDIT: I see that there are no libraries or APIs available to use Tor. What do I need to know to write this Tor app?
