Creating an expandable list using group and child flags

Question

I want to create an expandable list with flags present in groups, as well as with children. I want the user to check the group to select all the children in the group, or the user can select a specific element from the drop-down list.

This concept works on our asp.net website as a tree view. I am attaching several screens of a running website:
