I have an action that generates a reset password link and sends it an email to the user

The first time I call an action from a browser, I get an HTTP 200 response (and hit my breakpoint in the action).
The second time I call the action from the browser, I get an HTTP 304 response indicating that the content is not changing.
There are no [OutputCache] attributes anywhere in the source file (not in the class or action).
What makes the web server decide that the content remains the same and returns HTTP 304?
