IE9 F12 Developer Tools - What is the difference between “Download (event)” and “Page completed loading”?

I am trying to understand part of the output of the Internet Explorer 9 F12 Developer Tools Network tab.

Microsoft defines "Gap" as the "time interval between the completion of the request and the time to complete the entire page", but in the above example you can see that the Gap runs well behind the "Load (event)".

So, what can happen in the browser between “Download (event)” and “the whole page has finished loading”. Is this just Javascript code registered in onloadevent? Or is something else happening?
