When can an incremental dependency version number be excluded in sbt?

What determines when I can omit the incremental dependency version number in sbt?

For Scala dependencies, I find that I cannot omit the incremental number. I need to specify 2.10.3or 2.10.4, for example, and just 2.10does not work.

For ScalaTest dependencies, I found that for v2.0 I can only specify 2.0, but for 2.1 I need to specify 2.1.0.

Has the library author defined this in any way?
