Why can't Safari connect to the localhost server?

I am learning Ruby on rails from PDF at ruby.railstutorial.org. I studied for about a year and a half and until yesterday had no problems. I created an example application and tried to look at some results in a browser, but for some reason it says that "safari cannot open the page" localhost: 3000 / static_pages / home "because Safari cannot connect to the server" localhost ".

Give it a try http://0.0.0.0:3000. This is suitable for me. Not sure why Safari doesn't like localhost.
