App_Code folder for dll in vs2013

We have a superbly old web service on our production server, to which I applied very small updates. All that is in the project is

App_Code folder
     IService.cs
     Service.cs
Bin folder
     a few other dll's
Service.svc
web.config

All I did was make a few changes to Service.cs. On the server structure:

Bin folder
    App_Code.dll
    other dll's
PrecompiledApp.config
Service.svc
Web.config

All I really need is to replace this App_Code DLL. Using ILSpy, I confirmed that it contains only these two .cs files. However, when I create / publish / something application in VS2013, I can not get him to create App_Code.dll, which I need. I have been doing this for most of the day and have not found a solution. Clearly, I do not understand how these old services work. Can someone point me in the right direction?
