Unable to commit changes to SVN - Forbidden by server

We have a problem with a developer who cannot commit changes to SVN with the error message below. It has administrator access on the local computer, and also has full access to the SVN repo. I made sure that he can access the files, he can open and edit the changes, but he cannot commit. This is not a problem with available space, but a problem with access, although it seems like that.
