Obtaining permission to access the rails application (apache + passenger)

I installed Apache + for my Rails application. The following is the apache virtual host configuration for the application:

Here are the permission settings for my application folder: (It is located in / home / masler)

drwxr-sr-x 13 root   www-data   4096 Mar 10 11:39 followbeeportal

The problem is that I cannot access my site if I am not registered in my user account (masler) on the server (via ssh). If I log in to my user account, I can access the website; otherwise, I get "Forbidden" You do not have permission to access this server. "

Do you have any ideas what the problem is? I am using Ubuntu server.
