Android animates a set of numbers in a TextView, like on a spinning wheel

It's complicated.

I have a two-digit number that I download from the server. When the download is in progress, I want to show an animation that acts as follows:

• have 2 lines for 0-9 digits that rotate independently
• when the value is returned from the server, say 17, the first line rotates to 1, and the other to 7.

I am trying to illustrate this below in the image, but am not sure how good I am at that.

Any ideas on how to implement this? If more time is required for the number coming from the server, the circular motion should be repeated from 0 to 9 again and again.
