Is Ruby on Rails development safe now?

A few years ago, I tried RoR on the windows, and it hurt. Despite the fact that RailsInstaller exists, there are many problems with packages, modules, etc., which simply did not work properly on Windows.

I am starting again with RoR and I can use it to run a web project.

Should I safely develop on my Windows 7 PC or is it better to configure a Linux virtual machine for this?
