R and RStudio do not find Rprofile.site

Question

I installed RStudio on Win7 after all the default settings, etc. I also modified the Rprofile.site file to require several packages that I use regularly, but when I run R, it is not the source of the Rprofile.site file.

In addition, all documentation mentions a .Rprofile file, but I cannot create a file with a leading ".". on win7.

Any suggestions
