How to load county boundaries in OpenStreetMap?

Is there a way to upload a shp file about the borders of the county of China in OpenStreetMap?

You can get the administrative border through the transition API . Relevant request :

relation
  ["boundary"="administrative"]
  ["admin_level"="2"]
  ["name:en"="People Republic of China"];
(._;>;);
out body;

To learn more about the specified tags , check out the OSM wiki. Especially on relations with the tag administrator_boundary .

The returned XML file must be converted to a shapefile afterwards.
