How to determine Python where Atlas is installed

I am currently installing a package scikit-learnfor Python on a computer without root access. Using Python 2.7 on Fedora 14.

pip is not installed, so I use easy_install:

easy_install --prefix=$HOME/.local -U scikit-learn

The installation process complains that BLAS is not installed. I tried to install scipy in the past and had problems finding and installing Atlas / BLAS. Since then I have verified that numpy has no problems with Atlas:

/usr/lib/atlas exists and contains .so files.

This was an error on which easy_install exists:

And warnings earlier in the installation:

Thus, the installation process does not seem to be able to find either numpy or Atlas. How can I tell where to find them?
