Can the chrome extension access the webcam?

I did some research on fission by chromium. Is it true that only applications (not extensions) access the webcam?

Any web page can access the webcam (with the permission of the user) through the get5serMedia HTML5 API if it has the https protocol.

This will include extensions, applications, and regular web pages.
