PayPal IPN Difference Between URL Notification and Return URL

I know this sounds very simple, but when working with PayPal, I first asked this question. I went through a Google search but didn’t get the proper answer, differentiating "PayPal IP address and notifying the return or return URL." Any help with this will be noticeable.
