Can a single Google Chrome extension have multiple browser action icons?

I made an extension that adds a single icon that shows a popup. But I need to show 2 icons. I read https://developer.chrome.com/extensions/browserAction , but could not find a link to any restrictions in this regard. However, in manifest.json, I can only define one popup.

Is there a way for one extension to have multiple icons on the Chrome toolbar?
