Grouping Policy Classes - Template Templates and Variadic Templates

I am wondering if it is possible to combine policy classes using template-template variables, so that each policy can have its own template package. It seems that you can share one package of templates only among all policies, but I hope this is not so.

The following seems to be possible:

The idea is that each of the policies uses the same type of object, but the third has some additional patterns. I know this incorrect code above - just trying to illustrate what I would like to do.
