How do LTE and UMTS transition from full power?

I’m trying to understand how LTE and UMTS / HSPA + transition from a state of full power and what resources are connected to the tower when the radios of a mobile device are operating at full power.

I looked at Ch. 7 and 8 A high-performance network of browsers , as well as the AT&T Research article mentioned in the book, but they do not address this issue directly.

• Is the timeout for switching from full power to half-module in UMTS (DCH to FACH) almost always 5s or where is the value 5s (mentioned in the AT & T Research link above)?

• Is the UMTS timeout to transition from the full power state DCH reset when minor traffic is sent before the timeout expires or depends on whether it is considered sufficient for such minor traffic to subsequently be processed through a common low-speed channel in the FACH state with half power low power?

• What is the LTE timeout for moving from full power?

• What resources are associated with the tower in full power states of UMTS and LTE, with what consequences for the carrier?

• How much is the transition from full-blown states dictated by considerations about battery consumption in a mobile device, in contrast to the carrier’s actual saving of resources on the towers? For example, if the device is connected to a charger, can it ever be allowed or meaningful to always control the radio of a mobile device in full power mode with UMTS and LTE?
