BeanFactory not initialized or already closed - call 'refresh' before accessing beans through ApplicationContext

I have this web.xml file

The iBatisTemplate class for returning the value of the "trunkcateReady" map (the value is returned from the iBatis function called from the database)

but now once in a while, if I call this method from the Trunkcate Bean, I would get this IllegalStateException, does anyone know what I can do to fix this?
