What are the window requirements for an OpenType font that can be installed?

A niche programming question: I am developing an OpenType font by creating it byte-by-bye (instead of using design tools like Fontlab or FontForge), and now I have my own OpenType-CFF font that implements a subset of the Unicode Basic Latin block (especially this implements .notdef and tilde).

The CFF block is validated tx -3( http://www.adobe.com/devnet/opentype/afdko.html ), the font as a whole goes through / recompiled / recompiled through TTX( https: // github) ..com / behdad / fonttools ) and Microsoft "Font Validator" ( http://www.microsoft.com/typography/FontValidator.mspx ) does not report font errors. Downloading it as a custom web font (both plain otf in browsers that support otf and WOFF in browsers that don’t support) will correctly style the implemented glyphs.

However, even with all this obvious correctness, the Windows font previewer reports that it is an invalid font file and the window will not allow me to install it. I looked high and low to get information about which windows are required to install a font, but the Internet seems to be full of how to use fonts as a user, and not what requirements a developer needs to follow.

I am not quite sure that it is best to include the code for this question, since this is not entirely normal programming; generator code is written in JavaScript, but this code works great and generates the correct font for all purposes and tasks (except for one).
